JOHN LLOYD PRICE – The gentleman whose name heads this article was a native of the Blue Grass state, and when scarcely out of his swaddling clothes was taken by his parents to Missouri, where he grew to manhood, acquiring a good education in the common schools. In 1864 he traveled across the plains with ox teams to the Willamette valley, settling near McMinnville, and operating there as an agriculturist until 1873. At this date he came to this county and bought a settler’s right to a quarter-section which he homesteaded and straightway set to work to improve. Here he remained until 1881, near Weston, and then made a trip to the old home place in Missouri, remaining one year and a half, and then returned permanently to this county. He was occupied continuously in farming during his stay in the county and his record in husbandry is among the best.

In fraternal relations he was with the Grange, and his church membership was in the Methodist church, South, where he was an ardent worker and true supporter of the cause of Christianity, showing by his consistent and faithful life, as well as by his Godly words, the reality of the faith that he espoused. On July 17, 1895, he was called to the rewards awaiting him in another world, leaving a wife and six children and a wide circle of friends to mourn his departure. As of one of old, so of him it might be said: "I have fought a good fight, I have finished my course, I have kept the faith, henceforth there is laid up for me a crown of righteousness, which the Lord, the righteous judge, will give me at that day.:

Miss Mary E. Turner, daughter of James D. and Amanda (Ensign) Turner, became the wife of John L. Price on October 18, 1866, and the following children were born to them: Thomas L., Walter D., Hettie E., Ernest, Amanda, Roy, who are living, and two others, James and Sarah who are dead.

Mrs. Price lives on the old home place, two miles west from Adams where she has a good two-story residence and a fine farm, embellished with all necessary and substantial improvements. Although bereft of her companion in the golden time of life, she continues to fight nobly the battles of the world and exemplifies that real Christian life, the best heritage to those who call her mother.

C. L. 'Buck' Lieuallen Dies at 69

PENDLETON (AP) -- C. L. "Buck" Lieuallen, whose exploits as bronco-buster, law enforcement officer and legislator were almost a stereotype of the Old West, died Saturday at the age of 69. Funeral services will be Tuesday in Pendleton.

Lieuallen became widely known in the West when, as a state patrolman in 1927, he helped capture Albert Edward Hickman who was wanted for the kidnap-slaying of little Marian Parker, 11, Los Angeles.

Lieuallen and Tom Gurdane, Pendleton police chief, nabbed Hickman near Ione. The case was so celebrated they went on the Pantages vaudeville circuit for two weeks to tell about the capture. The City of Los Angeles offered a $10,000 reward for Hickman's capture but efforts to collect it failed when the Ninth Circuit Court of Appeals ruled the city lacked authority to pay it.

Lieuallen helped work his way through school breaking horses to ride. he once rode No Name, a famous bucker, on the invitation of jesting friends who did not tell him what horse it was. Lieuallen rode it until it stopped bucking.

In 1936 he was elected mayor and served three terms, then went to the legislature as Umatilla County representative. He served five terms.

He established a reputation in high school as an athlete and in World War I service in the Navy won the heavyweight wrestling championship at San Diego and the heavyweight boxing championship of his ship, the USS Charleston.

He was fond of recalling the time he threw a touchdown pass to John Kilkenny, now U.S. District Court Judge. At the time they were playing for the town football team at Heppner.

In recent years he had operated a horse breeding ranch with his son Frank, a Pendleton veterinarian, and spent much time working with fatherless boys.

HEPPNER -- Morrow County Judge Garnet Barratt has submitted his resignation to Gov. Robert Holmes.

Barratt, who has been a county judge nearly 10 years, said his health forced him to resign. His present term had three more years to run. No successor has been named.

In 1954, Barratt was elected president of the Assn. of Oregon Counties.

Former Heppner Man Elected FICB President

SPOKANE -- William F Barratt has been elected president of the Federal Intermediate Credit Bank of Spokane, effective March 1, announced Mark E. Moorman, chairman of the board of directors of the Farm Credit Banks of Spokane.

Barratt will succeed Carl H. Nieberg who will retire Feb 28, after 39 years of service in the Farm Credit System.

Following five years of service on the Spokane District Farm Credit Board, Barratt came to the bank as assistant to the president in December, 1964.

he is a native of Heppner, Oregon and a graduate of Oregon State University with a degree in Agricultural Economics. Following military service Barratt returned to eastern Oregon and entered the sheep and cattle business, including feed-lot operations and other business enterprises. He was elected senior vice president of the FICB in 1967.
