In 1879 Charles Black built a house on Spring creek and moved his family there the next spring. In the same year Joseph Loving and family built a house on the ranch still known to old-timers as the "Yank Robinson" ranch. In the same year ISAAC W. GARRETT located on Spring creek and filed on land that afterward belonged to John Hailey. Mr. Garrett moved his family there on July 4, 1880. He was elected to the legislature in 1880 and it was due to his efforts that a bill was enacted into law giving the citizens of Alturas county the right to vote at a special election held on September 12, 1881, to locate the permanent county seat of said county. In January, 1883, he accepted the office of deputy auditor and recorder at Hailey.

Among the localities visited during our recent tour through Boise county was the pleasant home of MR. C.C. GARRETT, brother of HON. I.W. GARRETT of this city. Mr. Garrett's home is situated at the head of a beautiful little valley formed by Isaac's creek, a tributary of the middle branch of the Payette river. We passed a few hours of the day, (Sunday, July 27) very pleasantly with the family with only one circumstance to mar the pleasure of our visit; the failing health of Mrs. Garrett, who has been suffering for several years with a complaint of the lungs. Mrs. Garrett was the first white child born within the Territory of Idaho. She was born at Old Ft. Boise, near the mouth of Boise river, while her parents were crossing the plains to Oregon in early days. She is a lady of the most amiable disposition and of the most indomitable courage and energy of character, and her failing health excites the kind interest and sincere sympathy of all who know her.

Mr. Garrett is one of Idaho's most worthy pioneers, whose share of earthly bliss would be quite complete in his beautiful home in this charming little valley, if good health, the common boon of most of those who have their homes in Idaho, could have been granted to him and his.

ISAAC W. GARRETT died at 7:15 o'clock last evening at his hime at the corner of Seventh and State Streets.

Mr. Garrett had been ill for about a year. He had a complication of troubles which appeared to have their seat in the bladder. He kept failing from month to month and at last in Hune realized that his case was serious. A trip was taken to Oregon in hope the change would prove benevicial but in July he returned more poorly that when he went away. He had since been confined to his house and much of the time was bed ridden, but his family continued to hope for his recovery until Friday, when it became manifest that yis end was approaching.

About 3 o'clock yesterday afternoon he passed into an unconscious condition and remained so until the hour of his release came. His death was entirely peaceful.

Mr. Garrett leaves a widow and 11 children, who were gathered about the bed during his last moments. W.E. Childs, his brother-in-law, was also present. Mrs. W.E. Brownell of Elgin, Or., Mr. Garrett's sister, arrived on the evening train an hour before his death.

The time for the funeral has not been fixed.

Deceased was born in Illinois, February 19, 1838. In 1847 his parents moved across the plains and settled in the Willamette valley near Portland. There Mr. Garrett grew up, receiving a common school education. At 16, he became a school teacher and followed that profession at times for a number of years. He received an appointment in the secret service of the national government and served in that capacity for some time. While he was still a citizen of Oregon he was elected to the legislature for one term.

In 1861 Mr. Garrett Joined the stampede to Oro Fino and Florence; afterward he went to Walla Walla, returning to Idaho in 1863 with a pack train, which he took into the Basin. He went back to Oregon again but soon returned to Idaho and at Placerville opened a meat market in partnership with his uncle, W.J. Stark, the latter having a cattle ranch on Snake river. The meat market was sold out in 1878 and Mr. Garrett moved to Boise, still retaining an interest in the stock ranch.

In 1880 Mr. Garrett moved to Wood river and took the ranch now owned by John Hailey. On January 1, 1882, he was appointed deputy recorder of Alturas county which position he held until 1888, when he was appointed recorder. In 1890 he was elected auditor and held that position until he was chosen secretary of state in 1894. He served in the latter capacity until January 1, 1897.

On March 1, 1898, he was appointed receiver of the Boise land office, which position he held at the time of his death.

Mr. Garrett was twice elected to the Idaho legislature, first from Boise county in 1873 and afterward from Alturas county in 1880. He served in the capacity of secretary of the Senate during one session.

Deceased was twice married, first in Oregon in 1859. By this marriage he Oregon in 1859. By this marriage he had one daughtetr. Mrs. Stanton, of Hailey. His first wife died when her child was a few months old. In May 1873, Mr Garrett married eMma Childs of Boise, who survives him.

Deceased was a member of the A. O. U. W. and the order of Elks. Mr. Barrett cast his first vote for Lincoln and was always an earnest republican.

I. W. Garrett was a man of the highest character. He was universally esteemed and the news of his death will cause sorrow among thousands of people whose privilege it was to know him while he lived.

Mrs. Garrett Death Due to Sudden Attack

Mrs. Charles C. Garrett, former resident of Walla Walla, died suddenly Wednesday morning in Los Angeles, friends here were advised yesterday.

Mrs. Garrett, who was a resident of the Fifield Manor retirement home, had eaten breakfast Wednesday, death frsulting from a sudden heart attack.

Her husband was a longtine meteorologist-in-charge of the Walla Walla Weather Bureau. He preceded her in death.

Survivors include a son, Robert Garrett, Berkeley, Calif., and a daughter, Mrs. Lowell (Marian) Smith, Alexandria, VA., and several grandchildren. Robert Garrett and Mrs. Smith were Whitman College graduates; he in 1929 and Mrs. Smith in 1927.

Opposition to Licensing Idaho Drivers

Harry L. Yost, senator of Ada County, introduced the bill, but was met by sizable opposition. The biggest was the Idaho Statesman. The Statesman feared that starting a driver's licensing program would not help save lives but would instead be the beginnings of a costly bureaucracy that would require additional manpower and additional duties for the sheriffs at an additional cost ($1 for three years).

But the persistent efforts of license proponents paid off. What turned out to be one of the most time consuming debates on the Senate floor, resulted in the Driver's License Law by July 1, 1935. Valid for three years, each license cost motorists only 50 cents.

From that point on, more laws were set in place to protect the safety of those who took to the roads. The Motor Vehicle Safety Act, also known as the Financial Responsibility Law, came into play in 1947.

This ultimately lead to the creation of The Financial Responsibility Section, which was part of a movement to suspend the driving privileges of motorists who did not heed the provisions of the act. In addition, laws came into play by 1953 that required motorists to prove financial responsibility when convicted of certain violations.

By 1965, the cost of a driver's license went up to $6 and featured a photo of the license holder. And within a couple of years, the Driver Improvement Section was beefed up with a number of new programs designed to place the responsibility for revoking all driving privileges under one section.

FT. BLISS LUAU EVENT IS HELD

Hazel L. Bainbridge, wife of Command Sgt. Maj. William G. Bainbridge of the US Army Sergeants Major Academy. received the Commanding General's Award during an Academy luau at the William Beaumont Officer's Open Mess.

Col. Karl R. Morton, Academy commandant, presented the award which cited Mrs. Bainbridge for "her voluntary selfless and outstanding accomplishments in establishing a complete and integrated program of social, educational and cultural activities for student families at the UA Army Sergeants Major Academy."

In addition to the establishment of a Student Wives' Non-commissioned Officers' Club, Mrs. Bainbridge's efforts resulted in other activities to include trips to Carlsbad Caves, Juarez, the Tigua Indian Reservation and other points of interest in the area. She assisted in organizing the student wives for softball, tennis and bowling leagues, a slimnastic class, bridge classes and their involvement in ACS, Red Cross. Other wives were cited by Mrs. Bainbridge as outstanding contributors the program.

Roy A. LONG was born on 23 Feb 1882. "Waifs of the Heppner Flood". The story is about Mr. and Mrs. James

Long and three children killed in the flood. Three who survived -- Minnie, Addie and Charlie (11, 9, 7) were picked up by their grandfather of North Yakima, A.P. Oliver. Says they were at the home of James' brother, Ray Long in Touchet, Washington. (Should have been Roy Long).

Has a lot of information in the story on the Long family and thought someone may be interested in the story.

EPISD flags honor late Marian Collins

El Paso Independent School District today will fly flags at half staff in honor of Marian Collins, 54, school board member, who died, yesterday.

She was serving her ninth year as secretary of the board. As a board member she represented this congressional area on the Federal Relations Necongressional area on the Federal Relations Network and participated as chairman of many district committees.

She was a member of the Church of St. Clement, Episcopal, Junior League of El Paso, and was named outstanding active volunteer in 1962, and outstanding sustaining volunteer in 1968 and 1975. She was a former president of El Paso Planned Parenthood Center, vice president of both the Guidance Center and the Rehabilitation Center, chairman of El Paso Chapter of Texas Social Welfare Association, later the Texas United Community Service, and a member of the State Board of Directors of SWA. She was also past director and chairman of the Members Guild of El Paso Museum of Art.

Mrs. Collins was a longtime resident of El Paso, and graduated from Coldwell and Austin High School, and the University of Texas at El Paso.

Survivors are her husband, William Coldwell Collins; daughters Nancy Collins, and Mrs. James R. O'Hara, all of El Paso, and Mrs James K. Hunt Jr., of New York City; her mother, Mrs. A Bainbridge, and a grandson, James K. O'Hara, of El Paso.

Memorial contributions may be made to St. Clement's Episcopal Church. Martin Mortuary is to announce arrangements.

Mrs. Marian Bainbridge Collins, passed away Thursday afternoon in a local hospital. She is survived by her husband William Coldwell Collins, daughters Nancy Collins, and Mrs. James R. O'Hara, all of El Paso, Mrs. James K Hunt Jr, New York City, and by her mother, Mrs. A.W. Bainbridge and a grandson, James K O'Hara of El Paso. She was a long time member and parishoner of St Clement's Episcopal Church and had lived in El Paso since childhood. graduated from Coldwell and Austin Hight School and the University of Texas at El Paso. She was always active in civic affairs and at time of her death, was serving her 9th year as Secretary of the Board of the El Paso Independent School District to which office she had been twice elected. As a board member, she represented this congressional area on the Federal Relations Network and participated as Chairman of many district committees. She was a member of Junior League of El Paso where she served on many committees, and as a Board Officer. That organization named her outstanding active volunteer in 1967 and outstanding sustaining volunteer in 1968 and 1975. Formerly she served as President of El Paso Planned Parenthood Center. Vice President of both Guidance Center and Rehabilitation Center; Chairman of El Paso Chapter of Texas Social Welfare Assoc. ?ater Texas United Community Service and on that group State Board of Directors. She has also served as Director and Chairman of the Members Guild of the El Paso Museum of Art. Ernest M. Long Dies in Hospital

Ernest M. Long, 35-year-old construction worker, whose home was Howard street and Abbott road, died in a local hosptial Wednesday.

He was born December 2, 1914 at Touchet.

OBITUARY

Leonard J. Long Sr. 807 N. Seventh St., died at St. Mary Community Hospital Thursday at the age of 71.

The funeral will be at 11 am Monday at the Groseclose Garden Chapel. Burial will follow at the Blue Mountain Memorial Gardens.

Long was born Sept. 15, 1904, in Touchet, the son of Roy and Rhoda Long. He had lived in the Touchet and Walla Walla area for his entire life.

Long attended school in Touchet and worked as a farmer in his early years. He later worked for the City-County Airport and Walla Walla County for 15 years until his retirement 10 years ago.

He served as a construction worker for the Walla Walla County Road Department.

Long was a member of the Modern Woodmen of America.

Survivors include his widow, Abbie B. Long, at the home; a son, Leonard J. Long Jr. of Molalla, Ore.; three sisters, Irene Martin of Scottsdale. Ariz,; Eunice Henderson of Electric City, Wash. and Lucinda Brinkman of Santa Rosa, Calif. two brothers, Sheldon Long of Touchet and Chester Long of Port Orchard, Wash. two grandchildren and one great-grandchild.

OBITUARY

Mrs. Hazel L. Loney, of Touchet died Friday in a local nursing home following an extended illness. She was a life long resident of Touchet.

Born Nov. 3, 1909, in Touchet, she was the daughter of the late Roy and Rhoda Long and was educated in the Touchet schools. On Dec. 23, 1939, she married Herbert R. Loney in Walla Walla. He died Aug. 16, 1867.

Mrs. Loney is survived by three sons, Darrell A. Loney of Touchet, Oran D. Loney of Clarkston, and Donald D. Weaver of Lewiston; three sisters, Mrs Irene Martin of Scottsdale, Ariz., Mrs. Lucinda Brinkman of Santa Rosa, Calif., and Mrs. Eunice Henderson of Electric City, Wash, four brothers, Leonard Long of Walla Walla, Victor Long, Sheldon Long and Chester Long, all of Touchet. Also survived by two grandchildren and numerous nieces and nephews.

Funeral services will be at 11 am Tuesday in the Herring chapel with the Rev. James Everest of Touchet Community Congregational Church officiating. Concluding services and vault interment will follow at the Touchet Cemetery.

COLLEGE PLACE - Pale green and white in decor and costumes set the color motif for the 8 pm nuptials Sunday, June 17, of Miss May Jeanette Churchman and Donald Dean Weaver in the College Place Seventh-day Adventist church.

The bride is the daughter of Mr. and Mrs. George Churchman, 307 SE Sixth Street, and the bridegroom the son of Elder and Mrs. H.E. Weaver, 404 North College Avenue.

Elder Weaver read the service. The bride was escorted by her father.

Mrs. John Uniat, matron of honor, and Miss Myrlene Klein and Mrs. Beth Sortino, were bridesmaids. Little Miss Patty Vance, niece of the bride, was flower girl. Best man was Bob Weaver, brother of the bridegroom; ushers and candlelighters were Ed Platner, Richard Graham, Don Lang and Wilton Bunch. Additional ushers were Reginald Roberts, Solomon Trujillo, James Hale and Harlan Medlock. Jimmie Scholz, nephew of the bride, was the Bible boy. Mrs. William Lay was the church hostess. At the reception Mrs. C.B. Miller of Milton-Freewater was hostess. The bride's sisters, Mrs. John Yeckel and Mrs. Eugene Scholz, served the 3-tiered confection. The punch bowl was flanked by Miss Alice Weaver and Mrs. H.L. Stabler, aunts of the bridegroom, and Mrs. Everett Vance, aunt of the bride, and assisting were Misses Shirley Wilson and Lorraine Spies. Mrs. F.W. Peterson had the guest book and Mr. and Mrs. A. L. Davis supervised showing the gifts at 105 East Whitman Drive, the apartment where the couple will live after a stay at Wallawa Lake.

The bride is a graduate of the Upper Columbia Academy and Walla Walla College where she received her degree in secretarial science this spring. She was president and active in the departmental club of the secretarial science department.

The bridegroom, who appeared in Who's Who in American Colleges and Universities, was vice president of the WWC senior class with which he took his degree in mathematics, cum laude, this spring. He has served on the staff of the college yearbook and as an officer of the men's resident club. A graduate of the Walla Walla College Academy, he was valedictorian of his class.

In College Place for the summer the couple will moved to Loma Linda, Calif., this fall for the bridgroom to begin medical study at the College of Medical Evangelists.

Obituaries

Rhoda M Bender

The funeral for Rhoda M. Bender, 59, 505 N. Eighth Ave., will be at 2 p.m. Thursday in the Herring Funeral Home chapel with the Rev. Ivan Booker officiating. Burial will be in Mountain View Cemetery.

Mrs. Bender died Sunday at St. Mary Community Hospital.

She was born Oct 18, 1916, in Touchet, the daughter of Charles and Isa Long. She attendced Touchet schools and graduated from Touchet High School.

She was married July 27, 1947, in Walla Walla to Melvin Bender. He survives at the family home.

She was a member of the Eagles Auxiliary.

Besides her widower, she is survived by her daughter, Mary R Johnson and Dorothy Yaw, both of Walla Walla; her sons, Elmer Sams and Delbert Sams, both of Walla Walla, her sisters Elsie Ferguson, Pendleton; Nancy Mathews, Waitsburg; Dorothy Brower, Klamath Falls, Ore., and Barbara Harvey, Roslyn, Wash.; her brothers, Felix Long, Yakima, and Fred Wilson, Burns, Ore.; six grandchildren and several nieces and nephews.

Obit:

LeRoy Sams, 84 of Route 1 Box 316Rainier, Or., formerly of the Walla Walla area, died there Friday. Born April 11, 1889 in Weston, Or., he farmed in local areas. In 1943, he and his wife, the former Carrie Daniels, moved to rainier after their marriage in Walla Walla, where he worked in the mill. Survivors include his wife, Carrie, at the family home in Rainier, two sons Irving Sams and Elmer sams, both of Walla Walla and six children at home. two brothers, Chester sams of Port Angeles, Wa., and Gilbert Sams of Walla Walla, two sisters, Mrs. Grace Summerline and Florence Kenny both of Walla Walla; several nieces and nephews. Funeral services were held Wednesday in Clatskanie, Or.
